The sewers could be a new location according to the Schedule 1 roadmap.

Put a packaging station in the middle of the room.

It should pay for itself (and then some) in the first week or so of operation.

Now,you’re free to start bringing in some employees.

Assign the chemist to the mixing machines, and the handler to each of the mixing stations.

you might assign one worker to multiple stations by holding shift while you tap on them.

With that, your drug operation should basically run itself, as long as you keep your employees paid.
