Loki is the Allfather, therefore everyone is duty-bound to follow his orders.
Then again, this says more about Thors situation than it does his character.
Its not like Thor had a choice in the matter.
If he ran into Asgard with his proverbial guns blazing, he would have been killed or imprisoned.
He needed to covertly check out the situation and use smart tactics to gather intel before declaring war.
